The fourth season centers the institutional dimension of the series. The effective sidelining of the UAT and its replacement by a new structure called the ISA (International Security Alliance) creates a serious power vacuum in the city. This season, the organization known as Beacon becomes an open threat. Gideon Blackwell, Beacon's spokesperson and strategic face, steps onto the stage as a gray actor. The investigation into Dr. Malcolm Ruyter leads to one of the series' most devastating breaking points. The explosion at the season's climax and Hüseyin's fate shake not only one character, but also the emotional balance of the series.

Season 4 Reviews
The fourth season was regarded as the darkest and most system-focused season of the series so far. The use of the transition between institutions (UAT-ISA) as a dramatic tool was one of its most praised aspects. Whitmore becoming a target in the fourth season and his authority being directly attacked were received positively. The personal line built through Hüseyin and his daughter Aileen strengthened the emotional depth of the series. Gideon Blackwell and Dr. Malcolm Ruyter drew attention; however, Ruyter being found dead at the end of the season was considered controversial by some critics because it recalled Stratton's exit in the third season.
